Tripartite Board of Directors
Yellowstone Country Assistance Network of Park County, Wyoming (aka YCAN) is a Wyoming 501(c)(3) nonprofit organization and community action agency serving Park, Hot Springs, and Teton Counties. Our Board of Directors is a volunteer Tripartite Board that provides governance, oversight, and accountability for CSBG.
Our Mission
YCAN works to reduce poverty and promote self-sufficiency by connecting individuals and families to resources, stabilization supports, and community-based solutions across our service area.
What “Tripartite” Means
CSBG requires a “Tripartite” board structure that reflects community voice and accountability, with representation from low-income community members, public officials, and community/private sector leaders.
CSBG Tripartite Board Recruitment Notice — Teton County
Pursuant to the CSBG Act, Information Memorandum #82 (IM #82), Wyoming CSP Policy #2, and the bylaws of Yellowstone Country Assistance Network of Park County, Wyoming (aka YCAN), this notice announces recruitment to maintain required multi-county representation and tripartite composition.
Seat Needed: Community / Private Sector Representative (one seat) who resides in Teton County.
We are seeking a Teton County resident who:
- Has strong ties to the local community and understands day-to-day realities for working households
- Can represent challenges facing CSBG-income-eligible workers (for example: workforce housing, childcare access, transportation, and cost of living)
- Brings a community perspective from areas such as education, labor/workforce, faith-based organizations, law enforcement/public safety, health, housing, or local business
- Is committed to practical solutions that strengthen stability and self-sufficiency for households with lower incomes
This is a volunteer role. Board members guide CSBG planning, review outcomes, and provide governance oversight and accountability.

Tripartite Board Sectors
YCAN’s Tripartite Board is structured to reflect our multi-county service area and meet CSBG governance expectations.
Low-Income Sector
Representatives selected through a community-based process to ensure community perspective and lived experience inform CSBG decisions.
- Must reside in a CSBG-designated county
- Brings community voice to planning and oversight
Public Sector
Elected officials or their representatives to support public accountability.
- Supports transparency and stewardship of public funds
- Helps align CSBG priorities with community needs
Community / Private Sector
Representatives of business, labor, education, faith-based organizations, law enforcement, and other major community interests.
- Must reside in a CSBG-designated county
- Strengthens partnerships and local solutions

2026 Board Meeting Schedule
Board meetings occur the month before CSBG quarterly reports, on the 4th Tuesday at 12:00 p.m. (noon) via Zoom.

Quarterly Reports & Board Agenda
CSBG Quarterly Reports are submitted to the State of Wyoming after each three-month quarter of service. Reports are due on the second Wednesday of the month following the last month of the quarter. YCAN’s Tripartite Board meets the month before reviewing results, providing guidance, and approving the draft report.
- Election of Board officers in accordance with the bylaws
- Review and acceptance of CPA-prepared financial statements for the prior fiscal year
- Review and approval of the annual CSBG budget
- Review and approval of required fiscal and governance policies
- Conflict of Interest disclosures and acknowledgment of signed statements
- Executive session, if needed and permitted by law
YCAN elected to begin CSBG FFY 2026 September 1, 2025 to August 31, 2026 to align the CSBG program and fiscal year with the organization’s fiscal year going forward.
